Repositioning charges

Certain ports may have only 1 specific type of container coming in, or just have very few of certain type going out and gradually build up a surplus of that type of container.  They need to reduce the numbers of one, add more of the other, through repositioning to outports and depots. The repositioning charges compensate for the haulage or shipping.
